Transportation of Weapons, Ammunitions, and Impact Munitions
Weapons, ammunitions, and impact munitions (the “Weapons”) shall be carried in accordance with laws and federal legislation of Russian Federation, laws of other countries, and international treaties signed by Russian Federation.
If the plan’s route goes through the state border, the passenger must have the permission to enter / to leave the country with the specific weapon from this state competent authority. When transporting any weapons across the territory of the Russian Federation, the passenger must have an appropriate permit for the right to store and/or carry weapons.
TRules for enter/leaving from Russian Federation with weapons are established by Order of Russia’s Ministry of Internal Affairs of 28 April 2012 No. 378 “On Approval of Ministry of Internal Affairs of Russian Federation Administrative Regulation for Issuing to Russian Federation Citizen the Permission to Enter or Leave from Russian Federation with Civil or Honorary Weapon and Related Ammunition".
Foreign citizens, in accordance with Federal Law dated 13 December 1996 No. 150-FZ “On Weapons” may enter Russia with sports or hunting weapons, providing invitation from a legal entity licensed for hunting and hunting contract with such legal entity or sports event invitation and the permit from Ministry of Internal Affairs.
The air carriage of the weapons on aircraft board and related procedures at the departure/arrival airport are regulated by Order of the Ministry of Transport of the Russian Federation dated 16.08.2021 N 275 “On Approval of the Federal Aviation Rules “On the Air Carriage of Weapons and Ammunition” (FAR-275).
Weapons are subject to transportation as a separate piece of checked baggage, paid for at the rates set by the Airline, in an isolated compartment of the aircraft (in a lockable box).
Any weapon is only accepted for the transportation in an unloaded state provided that:
- Licenses or permits for the civilian and service weapons are present;
- Copies of the permit for the weapons storage and/or use, copies of the united calendar plan for the special physical culture and sports events for the sports weapons usage as well as the order of the legal entity head that is responsible for organizing the transportation of weapons and ammunition about this fact.
The air carriage of weapons and ammunition belonging to the visa-free transfer passengers who do not cross the state checkpoints as the state border of the Russian Federation and do not move any goods through the border is made without a permit for the import (export) of weapons to (from) the territory of the Russian Federation.
For the air carriage as hold (checked-in) baggage from one passenger the weapons are accepted in an amount not exceeding 5 separate units, the weapon’s bullets or ammunition in an amount not exceeding 1000 pieces , with the total weight altogether not exceeding 5 kg.
Bullets (weapon ammunition) weighing more than 5 kg are only allowed to be transported as Dangerous Goods, the transportation must be formalized in accordance with the requirements of the Technical Instructions for the safe carriage of Dangerous Goods by Air.
Pneumatic devices with the muzzle energy of more than 3 J are classified as civilian weapons and are transported according to the procedure prescribed for “other weapons”. When transporting pneumatic weapons with a muzzle energy of more than 7,5 J and a caliber of more than 4,5 mm, the passenger must have a permit to carry and store this type of weapon.
It is not allowed to combine the baggage allowance containing any weapons and ammunition (bullets) of several passengers into one or more pieces of baggage.
Transportation of any electroshock devices and other stun devices is prohibited.
Transportation of weapons without a passenger is not allowed.
It is not allowed to transport weapons and ammunition (including empty cartridges) to Egypt.
Any ammunition with explosive or incendiary bullets, cartridges or bullets for the gas weapons, as well as devices filled with tear inducing or irritant substances, will not be accepted for the air carriage.

- applicable permit to enter/transfer/leave in Russian Federation with weapons (for international flights).
When booking a ticket, the passenger must negotiate and agree with the Airline the question of the air transportation of the weapons.
Transportation of any weapons by the passenger through a connection airport can be agreed by the Airline if there is a minimum connection time between the flights of at least 3 hours.
A passenger planning to execute air carriage of the weapon must arrive to the check-in no later than one and a half hours before flight departure.
Before checking in at the airport counter a passenger requesting a weapon air carriage must address the airport's aviation security service to issue special document - an act of accepting weapons for the temporary storage for the flight duration.
Any transported weapon must be unloaded, magazines and other parts must be disconnected from the machine guns and pistols, and carbines must be totally freed from bullets. Weapons, magazines or cartridges with bullets are securely fixed inside the weapon box. It is prohibited to put any other items inside the weapon box.
Acceptance of weapons, bullets for the air carriage is made after the checking-in of the passenger and the check-in registration of their weapons, bullets as separate pieces of baggage. The passenger is given a boarding pass with a mark indicating the number of seats and the weight of the weapon, and a baggage tag (baggage tags) for the weapon.
Transfer passengers do not need to receive and re-register weapons for the next leg of flight at the transfer airport, except for the following cases:
- identity document;
- If the passengers are traveling with transfer flight from the foreign countries through one airport of the Russian Federation to another, the weapons are checked in only to the airport of initial landing on the Russian Federation territory.
- If the passengers are traveling with transfer flights from one airport of the Russian Federation through another airport in Russia to a foreign state, the weapons are checked in only to the transfer airport located on the Russian Federation territory.
The transfer of weapons to a passenger at the destination airport is made by an airport authorized employee upon presentation of the special document issued in departure airport - the act for weapons storage for the flight, a document proving passenger’s identity, baggage tag stubs (tear-off coupons for numbered baggage tags), a document proving the right to carry and/or store weapons, and, if necessary, an appropriate permit for its import into territory of the Russian Federation and export from the Russian Federation.
Weapons unclaimed by the passenger at the destination airport are handed over by an authorized airport employee to the internal affairs organizations of the destination state.
