Banned and restricted items

Portable electronic devices including:

  • medical devices
  • oxygen concentrators
  • household devices (such as cameras, cell phones, laptops, tablets, chargers, electronic cigarettes, and other things)

In portable electronic devices capable of generating excessive amounts of heat, which can lead to a fire if this equipment is triggered, the batteries and heating elements must be isolated by removing the heating element, battery or other components from the devices.

If the devices are powered by lithium batteries, each battery must comply with the restrictions provided for in paragraph 1 "Lithium batteries", paragraphs a), b), g) of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Doc 9284).

Charging of devices and/or batteries on board the aircraft is prohibited.

Measures must be taken to prevent accidental operation of the heating element on board the aircraft.

Lithium-ion batteries are rechargeable batteries where ionic-form lithium is present in the electrolyte; also the category of lithium-ion batteries includes lithium-polymer batteries.

  • A button cell - is a round small element or battery, with the height of it lower than diameter/caliber.
  • A cell - is one electrochemical unit (with one positive and one negative electrode), enclosed in a protective shell.
  • A battery – is a block of two or more cells or accumulators, united into an electrical chain.
  • The power capacity of lithium-ion batteries in Watt-hours – (Watt-hour rating) is a multiple of battery voltage in volts (V) and capacity in Ampere/Hours, (Ah); (Wh = V x Ah).

Transportation of portable electronic devices is carried out according to the requirements

  • non-spilling batteries:
    1. have to comply with the requirements of special provision A67
    2. the voltage of each battery should not exceed 12 V, and the energy consumption should not exceed 100 Wh
    3. each battery has to be protected from short circuits by effectively isolating the open terminals
    4. it is allowed to transport no more than two spare batteries per person
    5. if the batteries are in the equipment, the equipment has to either be protected from spontaneous actuation, or each battery must be disconnected and its open terminals isolated
  • in the case of dry-charged batteries or nickel-metal hydride batteries, each battery has to comply with special provision A123 or special provision A199, respectively
  • batteries and heating elements has to be isolated in battery-powered equipment capable of generating excessive heat by removing the heating element, battery or other components

Transportation of spare batteries (including a Power Bank) is carried out according to the requirements

Transportation of chargers (Power Bank) regardless of the specific power is allowed only in hand luggage in compliance with the requirements for protection against short circuit.

Caution! The capacity of the lithium-ion battery (power bank) must not exceed 100 Wh.

Transportation of chargers (Power Bank) in checked baggage is prohibited.

Portable Chargers (Power Banks):

  • Must not be charged using in-seat or on-board power sources at any stage of the flight.
  • Must not be used to charge or power other portable electronic devices during taxiing, takeoff, and landing.
  • Must not be placed in carry-on baggage stored in overhead bins.
  • Must be kept in carry-on baggage under the seat in front of you, or in designated storage areas, such as the seatback pocket.

Vehicles (wheelchairs, etc.) powered by batteries

Vehicles (for example, wheelchairs) powered by batteries are divided into a number of subcategories:

  • with spill-type batteries
  • with non-spilling liquid batteries
  • with dry-charged batteries
  • with nickel-metal hydride batteries or
  • with lithium-ion batteries

Vehicles powered by batteries are transported as checked baggage. Lithium-ion batteries are carried in hand luggage (see point e)), Airline permission is required for transportation.
The commander of the aircraft has to be informed of the location of: vehicles with batteries, removed batteries, spare batteries.

  1. vehicles must be designed for use by passengers with reduced mobility as a result of disability, deterioration of health or old age, or due to a temporary problem that restricts motor abilities (for example, a leg fracture)
  2. the passenger should obtain the Airline's permission in advance and provide information about the type of battery installed and the procedure for handling the vehicle (including instructions for isolating the battery)
  1. for dry-charged batteries or nickel-metal hydride batteries, each battery has to comply with special provision A123 of ICAO Guidelines or special provision A199 of ICAO Guidelines, respectively
    1. it is allowed to carry a maximum of two spare battery per passenger
    2. the battery has to be removed or it is possible to leave as is, if the device construction guarantees the proper protection of the battery(ies) and battery(ies) is/are securely attached to the mobility aid/device
    3. requirements to battery packaging: case/package must be firm, inelasticа
    4. required markings and hazard signs: left side of label sticks to wheelchair/ mobility device and shows, whether the battery was removed or not, and right side of the label sticks to the battery, which was removed from the wheelchair/mobility aid
  1. for non-spillable liquid batteries:
    1. each battery must comply with the special provision A67 of ICAO Guidelines
    2. it is allowed to carry a maximum of one spare battery per passenger
    3. the battery has to be removed or it is possible to leave as is, if the device construction guarantees the proper protection of the battery(ies) and battery(ies) is/are securely attached to the mobility aid/device
    4. requirements to battery packaging: case/package must be firm, inelasticа
    5. required markings and hazard signs: left side of label sticks to wheelchair/ mobility device and shows, whether the battery was removed or not, and right side of the label sticks to the battery, which was removed from the wheelchair/mobility aid
  1. for lithium-ion batteries
    1. each battery must meet the requirements for passing each test set out in subsection 38.3 of Part III of the UN Manual of Tests and Criteria
    2. in cases where the vehicle does not provide adequate battery protection
      • the battery (removable) has to be removed according to the manufacturer's instructions or the battery (non-removable) may be left unremoved, if the device construction guarantees the proper protection of the battery(ies) and battery(ies) is/are securely attached to the mobility aid/device
      • the battery power consumption should not exceed 300 Wh
      • the battery terminals has to be protected from short-circuit (by isolating the terminals, for example, wrapping open terminals with tape)
      • the battery has to be protected from damage (for example, by placing it in a protective case)
      • the battery has to be carried in the passenger compartment
    3. it is possible to transport only one spare battery with an energy capacity of no more than 300 W or two spare batteries, the energy capacity of each of which does not exceed 160 Wh. The spare battery(s) has to be carried in the passenger cabin

    4. Lithium-ion batteries are rechargeable batteries where lithium is present in the electrolyte in ionic form, lithium—polymer batteries are also included in the category of lithium-ion batteries

      The lithium battery(lithium batteries) can either remain in the vehicle if the battery(s) are protected from damage by the vehicle structure and securely attached to the vehicle, or be removed in accordance with the manufacturer's instructions. The removed battery should not exceed 300 Wh. If the battery of the wheelchair / vehicle with lithium batteries is not removable, then the limits on the energy intensity in Wh, for the installed battery, do not apply

      Battery power consumption is measured in watt-hours Wh (Wh) and is indicated by the manufacturer on the outside of the battery. The energy intensity of the battery can be calculated independently by multiplying the battery voltage in volts by the capacity in ampere-hours.: Wh = V x Ah (Wh= V x Ah)

Wheelchairs or other battery-powered vehicles intended for use by passengers whose mobility is limited either by disability, health or age, or temporary problems (for example, a broken leg), equipped with spill-type batteries. These batteries must meet the following requirements:

It is necessary to securely fasten the battery-powered vehicles with the built-in battery(s) by means of slings, strapping or other holding devices. Vehicles, battery(s), electrical cables and control units has to be protected from damage, including those that may be caused by the movement of luggage, mail or cargo (DGR 2.3.2.3.1).


It is necessary to make sure that:

  1. battery terminals are protected from short circuits, for example, attached to the battery housing
  2. battery(s) are equipped with ventilation plugs to prevent spillage, if possible
  3. battery(s) or:
    1. properly protected from damage by the structure of the vehicle and securely attached to the wheelchair or vehicle. Electrical circuits has to be insulated in accordance with the manufacturer's instructions or
    2. removed(s) from the vehicle in accordance with the manufacturer's instructions if the vehicle cannot be held in an upright position

If it is not possible to load, fasten and unload a wheelchair or a vehicle only in an upright position, or if the battery(s) in the vehicle is not properly protected, it is necessary to remove such battery(s). The removed battery(s) must be transported in a strong, rigid packaging set, while:

  1. packaging kits has to be sealed, resistant to the chemical effects of the electrolyte and must be protected from tipping over by attaching to a pallet or by fastening in the cargo compartment with a fastening material such as ropes, belts or slings (the use of cargo or baggage for fixing is prohibited)
  2. the battery(s) has to be protected from short circuit, must be stored in an upright position inside the packaging kit using such an amount of absorbent material that can absorb the entire volume of the electrolyte liquid and
  3. such packaging kits should have the inscription BATTERIES WITH LIQUID ELECTROLYTE WITH A WHEELCHAIR) («BATTERY WET WITH WHEELCHAIR») or BATTERIES WITH LIQUID ELECTROLYTE WITH A VEHICLE) («BATTERY WET WITH MOBILITY AID»), a hazard sign «Corrosive substance» («Corrosive") and a sign of processing «Cargo space orientation»

If the vehicle is powered by batteries, it is impossible to bring it into a safe condition for transportation by air, its transportation is prohibited.

The transportation of spare batteries is not allowed.

Small means of transport for personal movement includes:

  • Mono-wheels
  • Segway (mini-segway)
  • Hoverboards
  • Gyro pacemakers
  • Electro scooters

Transportation is carried out in checked baggage if:

  • lithium battery is not installed in the vehicle
  • The lithium battery removed from the vehicle is allowed to carry only in hand luggage
  • The battery power does not exceed the established norm - 160 Watt-hour(Втч, W/h)

  • Household knives or scissors with the blade length exceeding 60 mm
  • Drinks with the alcohol contents from 24% (not including) to and not exceeding 70% by volume, in retail containers, no more than 5 liters per passenger for domestic flights and 2 liters per passenger for international flights
  • Drinks with the alcohol contents not exceeding 24% by volume
  • Sprays for sports or home use, toilet articles (including sprays), such as hair sprays, perfumes, colognes, and alcohol-containing medicines. The outlet valves shall be protected by cups from unintended discharge, a container volume shall not exceed 0.5 kg or 500 mL, with their total weight not exceeding 2 kg or 2 liters per passenger;
  • Energy-saving lamps/bulbs in their manufacturers’’ packaging, in quantities intended for home use only;
  • Portable wearables electronic devices containing lithium cells or batteries (watches, calculators, cameras, cell phones, laptops, video cameras, etc.);
  • Medical mercury thermometer, in the standard packing, one per passenger
  • Internal combustion engines (additional information is given in special provision A70)
  • Medical electronic thermometer not containing mercury;
  • Medical thermometer containing mercury inside its standard case – one per passenger;
  • Mercury blood pressure gauge, in the standard packing, 1 pc. per passenger;
  • Mercury barometers and manometers, all packed in special leak-proof containers under the Carrier’s seal;
  • Disposable lighters – 1 ea. per passenger; cigarette lighter (small package of safety matches); not more than one unit per passenger; must not contain unabsorbed liquid fuel (except for liquefied gas);
  • 3% hydrogen peroxide – no more than 100 ml per passenger;
  • Non–dangerous liquids, gels, or sprays in containers not exceeding 100 mL in volume (or an equivalent volume in other measurement units), packed in tightly closing and transparent plastic bags of up to 1 L in volume – 1 package per passenger;
  • Liquids bought at duty-free shops at an airport or onboard shall be packed in a tight and sealed plastic bag which allows identification of the contents during a flight, with the confirmation of such bag’s purchase at an airport or onboard duty-free on the flight date(s);
  • Category 2.2 cylinders used to operate the human prosthetics (the spare cylinders of the same size are also allowed to be transported, so that the necessary working stock is available for the time of the whole travel);
  • The instruments, containing RRY material, (e.g. Control Active Measurement Instruments (CAM) and/or high-speed control device designed for use in order to control, identify, signal (RAID-M) the instruments must not exceed the activity limits specified in Table 2-14 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, Doc 9284 ICAO must be duly and safely packed and transported by employees of Organization for the Prohibition of Chemical Weapons (OPCW) during the official trips.
  • Dry ice for perishables:
    - No more than 2.5 kg per passenger for international flights with the departure from abroad
    - No more than 2 kg per passenger for domestic and international flights with the departure from Russia;
  • Mercury barometer or thermometer carried by an employee of a federal meteorological authority. Such barometer or thermometer shall be packed into a resistible outer packing with a durable insert bag made of a leak-proof or puncture-proof material, to prevent mercury leaks regardless of the bag position. The Carrier (the aircraft pilot-in-command) shall be informed of such barometer or thermometer;
  • The instruments, containing RRY material, (e.g. Control Active Measurement Instruments (CAM) and/or high-speed control device designed for use in order to control, identify, signal (RAID-M) the instruments must not exceed the activity limits specified in Table 2-14 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, Doc 9284 ICAO must be duly and safely packed and transported by employees of Organization for the Prohibition of Chemical Weapons (OPCW) during the official trips;
  • No more than two small cylinders of carbon dioxide or other relatable gas.
  • Heat-emitting items (i.e. equipment with batteries, such as diving lamps or soldering equipment which emit a lot of heat if turned on accidentally). A heat-emitting component shall be removed to avoid its accidental engagement during transportation
  • Wheelchairs or other battery-powered vehicles for passengers with low mobility resulting from disability, health deterioration, age, or temporary movement difficulties (i.e. leg fracture) shall be carried as checked-in baggage
  • Helium-powered wheelchairs may be transported without disconnecting the battery, provided the battery clamp is insulated
  • Corkscrews
  • Injection needles (if not reasoned by doctors)
  • Knitting needles
  • Scissors with their blade length below 60 mm
  • Extendable (without a lock) knives with the blade length below 60 mm
  • Mercury tonometers, mercury barometers or manometers

In the case of examine, during the preflight screening, of any items or substances that could be used for attacking, yet not included into the list of forbidden items onboard in accordance with legislation of Russian Federation*, such items or substances shall be packed by Passenger and carried as checked-in baggage.

*Order of Russia Ministry of Transport dated 25 July 2007 N 104 (ed. by 06.07.2016) "On approval of Rules for carrying out preflight and post-flight inspections".

Liquids in containers exceeding 100 ml in volume shall not be accepted for carriage, even when the container is not full.

Medicines, child food, and special dietary food are excluded from the provisions listed above.

Passengers are not advised to place into checked baggage any fragile or perishable items, money, jewelries, precious metals, computers, electronic gadgets, pecuniary obligations, capital stock or other valuables, business documents, passports, identity documents, keys, and similar items.

Passengers bear all responsibilities in relation to carriage within their baggage any items either forbidden for air transport.
