Transportation of pets

We would like to inform you that according to the mail of the Federal Service for Veterinary and Phytosanitary Supervision in the city of Moscow, Moscow and Tula regions Directorate in order to avoid the import to the territory of the Russian Federation of extremely dangerous diseases infectious to both animals and humans, it is necessary to comply with “Veterinary and sanitary requirements No. 13-8-01/1-15 of 1999 regarding import to the customs territory of the Eurasian Economic Union and (or) movement between member states of fur-bearing animals, rabbits, dogs and cats”, affirmed by the Decision of the Commission of the Customs Union dated 18.06.2023 No. 317.

The import of animals into the customs territory of the Eurasian Economic Union is permitted only with a Unified Veterinary Certificate (Form No. 15) for third countries or a Veterinary Certificate (Form No. 1) for the CIS countries (Uzbekistan, Tajikistan, Turkmenistan, Moldova).

Pets/birds, guide dogs, or task dogs are accepted for carriage, only:

  • with the Airline’s consent
  • in the economy class
  • if it’s accompanied by an adult passenger

Maximum size of a pet carrier

length — up to 60 cm, width — up to 35 cm, heights — up to 20 cm

Maximum weight of a pet in a pet carrier

up to 8 kg

Carrier dimensions are a mandatory condition: the animal must be able to lie down in a natural position, stand upright, and turn 360 degrees.

As an exception it is allowed to execute air carriage of one container (cage) with maximum three (3) kittens or puppies aged from 8 weeks to 6 months, if the weight of the container with the pets does not exceed 8 kg and with payment at the rate for one pet is completed. One passenger is allowed to carry only 1 (one) container.

Only acceptable for the air carriage:

Indoor domesticated pets:

  • Dogs
  • Cats
  • Birds
  • Mini-rabbits (Dwarf rabbits)
  • Hedgehogs
  • Ferrets

The following categories of pets are not accepted for the transportation in the passenger cabin and baggage compartment:

  • The arthropods (insects, arachnids, crustaceans);
  • The reptiles (turtle, iguana, gecko, chameleon, snake, lizard, frog, etc.);
  • The rodents (guinea pig, rat, chinchilla, chipmunk, squirrel, gerbil, dormouse, marmot, ground squirrel, jerboa, etc.);
  • Any fish and fish breeding materials, marine and river pets requiring transportation in water;
  • Any pets and birds that are not domesticated or tamed (taken from the wild nature), large predators, that in a state of natural freedom in their habitat are representatives of the wild fauna, such as bears, large primates (gibbons, orangutans, gorilla, chimpanzee, etc.), wild cats such as caracal, serval, ocelot, jungle cat, fishing cat, Far Eastern forest cat, manul cat, Andean cat, Chilean cat, etc., large predators of the cat family: snow leopard, jaguar, lion, tiger, panther, lynx, puma;
  • All sick and experimental pets/birds;
  • The pets weighing more than 50 kg, if weighted together with the container.

Indoors pets or birds as well as utility dog are accepted for the air carriage in checked-in format if there is technical feasibility of baggage and cargo compartments of the Airplane.

Pets (birds), guide dogs, utility dogs are accepted for transportation only with the confirmed consent of the Airline.

No more than two pets, tracker dogs or guide dogs may be transported in one passenger compartment and not more than four pets per flight. A total of four pets of non-antagonistic species or not more than two pets of antagonistic species may be accepted for transportation.

The Passenger shall inform the Airline or the Agent on the intention to carry a pet (bird) or guide dog or utility (task dog), when booking or purchasing the airplane ticket, yet in no case later than in 24 hours prior to departure.

After confirmation of the service by the Airline, the passenger has the right to pay for the service at any time after confirmation, but no later than 2 hours prior the departure.

When transporting an pet, the passenger must be present at the check-in desk at the airport at least 2 hours before departure to pay for the service and undergo the needed veterinary control.

If for some reason the service is not paid for 2 hours before departure, the service will be canceled. In this case, the passenger must contact the representative of the Airline, which has the right to decide on the transportation of the pet. The possibility of charging for the service will remain until the flight departure.

The Airline may refuse transportation to a passenger with an pet if the transportation of the pet has not been booked, confirmed and paid.

When checking in, the passenger is required to provide all necessary documents provided for by the laws of the Russian Federation, international treaties and the laws of the country to, from or through which the flight is made.

In the absence of a pet passport, a veterinary certificate or other document issued by a licensed specialist of a state veterinary institution may be presented which document must be endorsed with a note confirming that the pet is healthy made not later than 14 days before the departure date.The pet passport must contain the following:
-A note confirming the pet’s vaccination in accordance with the requirements of Rosselkhoznadzor. Mandatory requirement: valid rabies vaccination.
-A note confirming the clinical examination of the pet by a state veterinarian. The note must be made no earlier than 14 days before the departure date.

Passengers may find the requirements to entry of pets to the country of destination on the official web-site of the Federal Service for Veterinary and Phytosanitary Supervision. You may also apply to the veterinary control point at the airport.

When checking-in for a flight, the Passenger shall submit the veterinary doctor’s and expert’s confirmation that the pet is healthy, vaccinated and is entitled for carriage.

The requirements for importing pets into EU countries for non-commercial purposes have been tightened since September 16, 2024. Details

Electronic registration and issuing of veterinary certificates.
The applications for electronic veterinary certificates can be submitted in the electronic form by the system of Export Veterinary Certification - ECert http://ecert.vetrf.ru/pets/export/application/create.*
Note. When submitting an application for issuance of veterinary certificates through ECert, it is necessary to save the application (certificate) number. After arrival to the airport with a pet, you must contact the veterinary inspector and give the number of the application (electronic certificate). After that, you receive the printed out certificate on the official letterhead and with the stamp.

A pet not vaccinated against rabies shall not be accepted for carriage. Rabies shot should be made at least 20 days prior the departure date, unless the animal has been vaccinated in the previous 12 months.*

It is allowed to transport within the Russian Federation territory all cats and dogs vaccinated against rabies if the vaccine has a revaccination period of more than 1 year (with confirmation from a veterinarian that the period for keeping the immunity against rabies, which is more than one year, has not expired, written in the veterinary passport of the pet or upon laboratory confirmation that the intensity of immunity response against rabies is at least 0.5 IU / ml). It is also allowed to transport the unvaccinated against rabies kittens and puppies less than 3 months old.

Note. Some countries may have different requirements, for clarification, please apply to the consulate of applicable country when obtaining visa.

It is STRICTLY FORBIDDEN to feed room pets (birds), task dogs or guide dogs during the checking-in and flight.

If an pet behaves aggressively and poses a threat to life and health of other people or seriously interrupts the onboard passenger servicing, the Carrier shall have the right to deny carriage to such pet.

If antagonistic pets (dog - cat, dog - hedgehog, cat - bird) are accepted for the air carriage in the passenger cabin, then they must be placed in different cabins.

The weight of a pet (bird), task (or utility) dog, container (cage) and food for an animal (bird) is not included in the free baggage allowance for the Passenger and is paid by the passenger with calculation made based on the actual transported weight and the rates established by the Airline for the baggage.

Acceptance for transportation of pets (birds) is made on the condition that the passenger takes full responsibility for them. The Airline is not responsible for bodily injury, disease or death of such animals and birds, as well as in case of refusal to import or transport them through any country or territory.

Imports of dogs and cats into the customs territory of the Eurasian Economic Union (EAEU)

General:
  • The importation of animals is permitted only with a Unified Veterinary Certificate (Form No. 15) for third countries or a Veterinary Certificate (Form No. 1) for the CIS countries (Uzbekistan, Tajikistan, Turkmenistan, Moldova).
  • Animals must be clinically healthy and vaccinated in accordance with the Requirements.
  • All imported animals must be identified (e.g. ear mark, microchip, tattoo, or other markings).
  • The import of up to two animals is allowed without permission from the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor), provided they have an international pet passport with a record of a clinical examination conducted within 14 days prior to the departure.
  • For importing three to five animals, a permit (Form No. 1) is required, which must be renewed annually.
Quarantine and vaccination:
  • Animals are subject to quarantine for at least 21 days in both the country of departure and the destination country.
  • Dogs must be vaccinated against rabies, canine distemper, hepatitis, parvovirus infections, adenovirus infections, and leptospirosis.
  • Cats must be vaccinated against rabies and panleukopenia.
  • The vaccination must be administered at least 20 days prior to relocation unless the animal has been vaccinated within the last 12 months.

IMPORTANT: Certain countries have specific rules for pet entrance. We recommend contact embassy or consulate of the country of departure/transit arrival in advance in order to clarify rules for export/transit/import of pets and birds.

Please note that if the veterinary documents are required to be in the language of the country of departure, the veterinary certificates must be in the language familiar to the certificating veterinarian. For instance, countries of the European Union have such requirement. As a rule, the information on veterinary requirements of countries of arrival is available in the representative offices of foreign countries in the Russian Federation, including the relevant official web-sites.

Guide dogs accompanying the Passengers with vision loss are carried in the cabin without containers, upon Carrier’s consent. No charge is due for their carriage.

Documents required for transportation:

For guide service dogs and task dogs, the confirmations listed below shall be at hand, in addition to the standard papers:

  • Passenger’s disability
  • Passenger with task dog is a current officer of a canine department of federal authorities
  • Сonfirming the special training of a service dog as a Seeying Eye Dog (pass for a service guide dog, the format and order of issuing this document are set in the Russian Ministry of Labour and Social Protection Order dated 22.06.2015 №386н) or as a task dog
  • Veterinary certificates (and other documents, if necessary)

A guide dog or task dog shall wear a muzzle and be tied at Passenger’s legs. Guide service dog equipment included a special harness, leather collar, leash, muzzle, as well as a harsh metal collar or choke collar, protective dogs overalls, shoes for dogs, etc.

Boarding in the aircraft of the passenger with guide dog is made before the general boarding for all passengers for the flight. Exiting of the passengers with guide dog is made after other passengers of the flight have left the aircraft.

The dog should not bother and interfere the standard service procedures, be located at the zone of the other passengers’ seats, threaten the sanitary and hygienic condition of the passenger cabin, piss or execute other natural needs on board, be placed on the seat of the passenger seat.

The number of guide dogs to be carried by the same aircraft shall be determined on the basis of the number of disabled persons and other people with restriction concerning health onboard of such aircraft.

The passenger with guide dog, helper dog or transporting the task dog, can only be seated In the seats next to the window / at the sides of the fuselage.If the passenger cabin is not fully loaded, a passenger accompanied by a guide dog may be assigned an aisle seat. For this purpose, the adjacent seat/seats must remain unoccupied. In such case, the guide dog must be placed on the cabin floor in the area near the unoccupied seats.

Room pet (bird) shall be placed into a solid container/cage ensuring conveniences for the pet during transportation, enough air supply and a good lock. Container bottom shall be solid and leak-proof and covered with an absorbent material. Container/cage shall exclude spilling of the absorbent. Bird cages shall be covered with durable lightproof textile.

An pet shall stay within a closed container/cage for the entire onboard time (flight, taxiing, embarkation/disembarkation, etc.).

During the take-off, climb, descend and landing, as well in high-turbulence zones the cage/carrier shall be located unter the seat of the front chair. If the passengers sitting next to such passenger do not object, after takeoff the passenger with the animal can take the cage/carrier into their arms. It is recommended to install a drinking bowl inside the cage/carrier in advance, before boarding, so that the animal in flight can get water without getting out. It is prohibited to place a cage/carrier or animal on a passenger seat or in the aisle.

Nor seats in the first row without other chairs in front of them, neither the emergency exit seats are provided for the Passengers with animals. Passengers with animals are placed near the window so that the cage/container does not interfere with the evacuation of other passengers. It is allowed to provide a seat in the middle of the central block, provided that the container does not block the exit to the main aisle for passengers sitting in this block of seats. Passengers, who are family members, carrying 2 containers (cages) with animals, will be provided with adjacent seats only if seated on the central block of seats, based on the condition that the transportation of animals is requested in one single booking. The seats for such passengers are not provided next to passengers with children or with other passengers transporting animals, except in cases where the animals are transported by the members of the same family.

Passengers carrying a pet/bird shall be assigned certain seats determined for each aircraft type.

The price is specified per 1 pet. The weight of the pet together with the pet carrier must not exceed 8 kg; maximum dimensions of a pet carrier: 60×35×20 cm

Fares in dollars are specified only for flights departing from locations in Iran, Turkey, Jordan, Saudi Arabia, UAE, Oman, Egypt, Thailand, Israel, China, Cuba, Vietnam, Dominican Republic, Mexico, and countries of the Western Hemisphere. Fares in euros are specified for the rest of the world.
